In this report, we highlight activities dedicated to influencing policy in the U.S. and internationally, celebrate members who volunteered their time on committees, and share the milestones that made 2026 a landmark year for IPO.

In February 2026, the Board selected its 2026 Policy Priority Issues to guide the year's advocacy. A dedicated AI and Copyright Task Force also set three policy priorities in that area.

July 2025 – June 2026 — Over the past year, IPO deepened its presence on Capitol Hill and at the USPTO, translating member priorities into direct advocacy with lawmakers, agency leadership, and coalition partners.

Launched "IP Coffee Chat" series in spring 2026; attended fundraisers for key congressional leaders; engaged on proposed valuation-based patent tax.
Board adopted Patent Subject Matter Eligibility Principles (Dec 2025); opposed ETHIC Act, Skinny Labels Act, and Medication Affordability and Patent Integrity Act.

IPO participates in the Industry Trilateral, IP5 Industry, ID5, and TM5 stakeholder meetings, and regularly engages at WIPO.

Organized the IP Innovation Dialogue trip to Tokyo, Japan (June 8–10), meeting with the JPO, IP High Court of Japan, JIPA, Japan's Ministry of Foreign Affairs, Keidanren, the Japan In-house Lawyers Association, and JPAA.
Hosted the 13th annual European Practice Committee Conference in Frankfurt, Germany (May 28), covering AI tools for IP professionals, recent EU IP developments, claim construction, and doctrine of equivalents. Also drafted an amicus brief in case G 1/25 at the EPO Enlarged Board of Appeal on description-claim consistency requirements.
Submitted comments to the USPTO on Supplemental Guidance for Design Patent Applications for Computer-Generated Interfaces and Icons, and comments strongly supporting U.S. accession to the WIPO Riyadh Design Law Treaty.
Submitted a 90-page letter to the U.S. Trade Representative (USTR) on Special 301 review, highlighting broad-based concerns on inadequate IP policies in specific countries, multi-country regions, and international fora.
Submitted comments to the USPTO on its proposal regarding U.S. practitioner representation for foreign-domiciled applicants, and held its quarterly meeting with the USPTO Commissioner for Patents and senior patents staff.
Prepared a board resolution urging Congress to amend the Anti-cybersquatting Consumer Protection Act (ACPA) to cover initial registration, renewal, and re-registration of domain names.
